Shinki is the best final boss in the series, and if Touhou is to never get a "final" entry (that, we don't know yet) I consider the final boss among final bosses, so to speak.
She encapsulates the main idea of God. She's created, she towers over you with her wings, and if you want to be a little hypothetical, she's even destroyed, with the burnt city background of her last attack. Shinki isn't just some powerful youkai or foe, or a god of something, like pestilence, harvest, misfortune, wind, markets, and so on. She is God, with a capital G.
And she's cute too.
