Where exactly is "interlude" located? Do I need to clear some Hifuu things?

Is it possible as a f2p to reach a point where most of your frens are rank 5 and you begin to have materials to spare? I've gotten enough 2hu to rank 4 and 5 in global that I'm starting to get optimistic, and I wanted to know whether or not I'm deluding myself.

Should I keep farming hard Yukari for the other 4 copies of her story card or go back to farming upgrade mats? I feel like I'm not making any progress, but I've also heard that events give you tons of mats. I'd try doing Lunatic Yukari but my 2hus aren't strong enough to full auto her reliably yet.

Is it worth rerolling in hopes of getting better characters on the second required 10 roll? I managed to reroll for Youmu in the tutorial fairly quickly, but all I got in the second roll was Daiyousei.
