SSR rate is 3%, SR is 37%. Pretty standard I'd say.
There's a tutorial 11 rolls which give you a guaranteed SSR. But the pool is limited to 5 specific characters. Outside of tutorial there are like what, 20 SSRs in the full gacha right now?
I've been reading a few rerolling guides but I only rerolled once because I settled for characters I like.
Apparently SSR Gowther is considered S tier because he's very useful both in farming and challenging content. His first skill silences enemy skills and decreases their attack depending on the rank(I'll explain the system a bit further in) and his second one deals tripple damage to all enemies if they're debuffed by anything. It seems like none of the possible SSRs are particularly "weak", though compared to Gowther they seem not as versatile and have more of a single role purpose.
So far I've been having no real trouble clearing the content. Story bosses are challenging if you're not overleveled, but not unbeatable. The battle system is pretty fun and I think they've done a good job in providing for both autoable content and manual input.

You control three characters in the battle, one in the sub slot. Every character has 3 skill cards. One of them is hissatsu/special attack which only becomes available after you fill up the meter. 2 other skill cards are randomly shuffled to your hand each turn until your hand is full. If the 2 of the same skill cards are sitting together they're going to merge and increase in rank up to rank 3.
You can also manually drag cards to merge them but this expends one of your actions during this turn (you have 3 action slots per turn). Ranking up skills gives them more power and additional effects.
For example Meliodas's full counter let's him enter a stance during which he counter-attacks for 200% of his own damage for each attack he receives. At rank 2 he receives 40% less damage for the duration and deals 300% damage back, at rank 3 he evades all the attacks and deals 400% damage. If the character doesn't an additional boosts like that, their skill probably hits like truck at rank 3. So if you're doing something on auto you're very unlikely to get skills upgraded to rank 3, because hand shuffling is random. Auto AI prefer to pick damage skills over everything else and never merges the skills.

Character dupes allow you increase the lever of their special attack, but it's really not that powerful. I mean in FGO every Noble Phantasm level is a whopping 100~200% damage increase. Here it's more like 20-40% per level. There are dozens of ways to power up your character in the game aside from dupes. So it's more like a nice bonus.
