magatamas can contain and copy souls, memories & abilities, but she has nothing to do with the cards; she's investigating the incident just like protagonists do
she is pissed off by the fact that blue aya and centipede girl are over-mining kouryuudou, which may cause damage to the environments of mountains
kouryuudou is a good source of the Izanagi Objects necessary to produce magatamas, yin-yang orbs and stuffs
in the conversation w/ Raymoo, she also mentioned that Raymoo is the successor of the yin-yang orbs she produces

she wants to have fun & make money w/ the card trade system, so she turns to the rainbow girl and make use of her ability
by doing so, only those who trade cards in the market can get the cards with full power; otherwise, it will just remain plain papers
but at the same time, the rainbow girl is also gaining power, and may hence pose a threat to the tengus

it is her whispers that cause all the troubles

rainbow girl's ability is kinda interesting
here gives an example that it is hard for things to lose ownership totally; if u throw stuffs away, rumors will have it that they’re abandoned by "someone"
but the only exception is a market, where goods can lose their original ownership completely by being sold thru it

however, nowadays ppl tend to trade outside markets, which results in a flood of ownership and therefore weakens her
this is why when blue aya comes to her to establish card trade system, she set up rules that only cards traded thru the market may carry full powers
she is in fact making use of this chance to regain her power

[according to conversations w/ protagonists, she and blue aya make the cards w/ the dragon pearls (literally, dragon balls) from kouryuudou directly, without using the power of magatamas, which proves that the jade girl is not involved]
[considering what we see in stage 4, it seems that magatamas, yin-yang orbs and dragon pearls are essentially the same material, and may even relate to the Izanagi Objects in the Hifuu Club series]
