Its internal ID is 2001, which puts it right after Beato, who is 2000. Most of the normal Gou/Sotsu seals started with 00 (with the exception of Elbowtoko, which is duplicated across 0001 and 10107, for some reason), while the new Teppei one is 301.

I don't know why the internal sorting places them in such a weird way, but I wouldn't think too much of it. It'd be pretty weird to write any real sorting mechanism for them, let alone character-based, if only because many of these screencaps cannot be readily associated with a single character.
