Frag priority is most likely Muimi >= Christina for rerollers. Where do Jun and Makoto land you ask? In the literally don't category because they're permanent and farmable. Muimi is insane for damage and carrying but Christina is still a great investment because it allows more flexibilty for clan battles. In the end you still want to get both to 5* and should probably get both to 4* first before taking one to 5*.

And the reason rerolling for Muimi isn't a good idea is because new accounts get 4x 10 rolls, jewels for 5 10-rolls plus the free daily 10's. She's literally guaranteed so you're wasting your reroll chance on someone you're guaranteed to get.
