I didn't think much of this scene scene originally, but in retrospect it was a good misdirection to just show Satoko calmly holding the bottle for almost a full minute, cutting away from it and then back, showing Satoko hasn't moved at all. Apparently that completely fried some anons' brains and left them unable to comprehend that they lost sight of what Satoko was doing with her hands quite a long time. Kawaguchi REALLY got you into Mion's headspace at this point, which is pretty damn impressive if you ask me. But Satoko was ready to shoot Mion at any time after the last time she asked if Rika's still alive.

I recommend rewatching the whole scene from 19:21 on. Try to think about it critically, put aside your preconceived notions for a while. I also misremembered my remark about 21 seconds, it was actually 11 seconds from 20:12 to 20:23.
