The darker elements of Touhou are not readily apparent in the canon works, and are usually implied rather than explicitly shown. Touhou's artstyle reflects the more apparent lighthearted feeling of Touhou, which only serves to disguise the darker themes underneath. Perhaps, a cute aesthetic serves to juxtapose the darker elements, playing into one of the biggest themes in the Touhou series, the contrast between opposites, the borders between them, and how they intermingle.

Or ZUN just really fucking loves cute things, whatever.
