I disagree. A vast majority of the female character designs were made with big bosoms in mind. But that's beside the point. there's a big difference between being small and being flat. At the very least I think we can prove beyond a shadow of a doubt that Erika is not flat-chested.

Ahem, allow me to shed some light on this subject.

Exhibit A - Original art.
Erika's OG sprite usually has her hair covering her chest, but when she tilts her head like so we can clearly see the curve of her right breast. I've even highlighted it to make it easier to distinguish.
Then in her wedding sprites, we can see both the top and bottom of her right breast's curve, as well as plenty of shading on the left and even some visible cleavage. If we trace these start and end points along the shadows, we can see that not only does Erika have breasts, but that they're actually rather fleshed out, with a full rounded shape.
Of course, it's possible that she's padding her dress to some degree, but even then it'd be impossible to forge the parts that her dress leaves exposed.

Exhibit B - PS3 art
True to form, Alchemist's art is more on the conservative end when it comes to in-game breasts. Erika's normal sprite has no visible bust, made difficult to distinguish by her hair, bow, and dress all getting in the way. However, even Alchemist gives a bit of service with Erika's wedding dress sprites. It's not much, but once again we can clearly see some visible cleavage poking out from the top of the dress. This is made much clearer in the CG of Beatrice arriving at the wedding, where we're treated to a much more generous view down Erika's top at the tops of her breasts.
The bonus art is where Alchemist really goes in on the fanservice. In the shot of Erika taped to a chair, her chest is fully accentuated within her skintight swimsuit, looking bigger than ever before. Once again we're given a glimpse of her cleavage, only now it's much deeper and tightly packed. Lastly, we have the most conclusive piece of all in this other piece of bonus art showing Erika totally bare-chested with only some convenient censorship. Otherwise, her bare boobs are right there for all to see, making it impossible to deny their existence.

Exhibit C - OMK
As it did with most of the female fighters, OMK/Golden Fantasia gave Erika a bit of a boost in her bust. While none of the ending CGs offer a proper view of her chest, her battle cut-ins all show her with a prominent rack that, while not exactly "large," is a far cry from flat. In fact, she can't even be called small at this point, her boobs landing nicely within the range of "medium". And while I don't have any examples listed, her in-game sprites also back up this image with a similarly proportioned bust.
