Note that marketing-wise, Mion and Shion are together in the Blu-Ray cover rather than just Mion by herself unlike Oniakashi. So, they actually aren't even pushing it as a solo Mion arc. Even though Satoko really should be there too.

I was talking about the scenes in Wataakashi itself. The Satoko episode was all new content. Shion going to the festival, learning about Takano/Tomitake from Oishi and then meeting Kasai afterwards is all new content too. Oishi investigating stuff and having disguised cops in the next episode is also new. Meanwhile, in the second episode, Mion basically just gets reaction shots added after some Gou scenes (which is basically the same thing Satoko got in the 2nd episode, but that was after a full episode of new content).

Then the arc rushes over all of Mion's kills in the beginning of the third episode before going back to Gou footage, then there's the Rika kill. Then from this point on Mion basically only appears in repeated Gou footage before her confrontation with Satoko, while Satoko and Oishi get all new scenes leading to that.
