I wouldn't go that far, Botan has always been skilled at video games. But her using RoB and the bleed meta is pretty much easy mode. Noel's use of strength could have been easy mode but it was offset by her using mace, if she used colossus weapons she would have done so much damage. I'd put them on even footing, each unique in their playstyles, there's not "best" ER player in Hololive.
