Nene would probably like this comparison I'm about to make, but there's a Disney TV Movie called "Radio Rebel" that goes into this topic.
The main character is a high school girl who is, in reality, very shy, with a few friends but not enough to be "popular," and not much drive to stand out. She is a very normal, average person. But at home, she can run a pirate radio show where she uses the persona of "Radio Rebel" to speak to the kids of her school without judgement. She becomes louder, more wild, speaks to faults in the social structure of their school and generally entertains her listeners especially well.
When she doesn't have the mask of Radio Rebel, she is a different person. She doesn't act the same way in one context that she does in the other. But neither side is considered to be her faking a persona; instead it is one true person, with a new context that enables different behavior and positions.
That is the essence of what VTubers are. Real people given an artificial context made manifest. Whereas actors take on a constrained context, only able to repeat the intended actions, A VTuber's artificial context is built on the assumption that the person who fufills it is, in themselves, part of that context. That is why you can't replace a VTuber with a new VA; to change the person behind the model is to create an entirely new context in a way that replacing actors does not.
