"Goddess" is a pretty poorly defined word in Touhou. Basically anything that attains divinity through faith and worship can be called a god or a goddess, but they're still different from each other. Some gods enshrined are divine spirits rather than kami, and are deified spirits of the dead rather than one of the myriad gods.

For all we know, Shinki could just be a genderless angel who attained power. You know, just like a certain someone she's based on.

Don't just go "WELL THEY CAN'T BE GOD HURR". Consider Kami as their own class and ignore the boundaries of what is or isn't a god.
