Red is accuracy/crit rate, green is accuracy/luck, and purple is penetration/crit damage. I'm too lazy to screenshot every stat distribution across colors, but the red/green implants break from the stat pattern a bit, moreso the reds. And yes, higher tier ones are straight upgrades for each energy amount. Larger energy providers seem to be a higher tier thing, as I've only gotten a +3 energy from a tier 3 implant. Also of note is some of the boss drop frames have an ALL slot that accepts any color.
