Keyword being 'many' here, I think it's needlessly constricting and maliciously autistic to say that all the workers need to be of the same mind. Makes things boring because someone wrote one line at one point.
Also, it lets me write more scheduling problem content. You see, if you have a workstation like a heat treat oven or a long database ETL job that has a limited capacity and a long lead time, you want to make sure you buffer work for it in advance so you don't lose production capacity in cases where an upstream job may be late, which I imagine is where worker's get their employee discount from when customers flake, get caught using counterfeit money, get kicked out, etc.
