I agree. But unfortunately that that's an ideal, and not always how things work out.
First, most of the stuff is made by independent companies for profit - as any other product, it has to be presented in an attractive light to attract customers. Second, when it comes to acquiring new hardware only one instance of the process is actually concerned with the military use; the end users in the field. The other instances are focused on the economic or political aspects.

It probably wouldn't be aesthetically pleasing on the same level as 2D as you wouldn't see the whole picture as from top down.
But assuming you played it on a pad with vibration or something to tell distance (think the later MGS games), it would make for interesting gameplay.
