Alice is among my favorite Touhou character but why is she portrayed canonically as a retard?

Lets recap:

She has the ultimate magic, magic that even Eririn noted and yet she can't make living dolls. The ultimate magic made the entire infinite universe of Makai and populated them with demons and yet she can't make ONE living doll.

She can't make ONE living doll. Let that sink in, in a story where anything can be made into a youkai just by taking care of it long enough she can't even make ONE with the help of the ultimate magic. Kogasa was an umbrella that turned demonic when left alone, Tewi was a normal rabbit that turned Youkai when left alone, Medicine was a doll left to rot and turned into a youkai. But Alice for all her smarts and power can't make ONE doll come alive.

So I've concluded that she's either an idiot on the level of Cirno or she's just dicking around.
