I'm not speaking for the PC-98 games since some of those characters don't have too much backstory, but Shinki created and destroyed an entire realm.

She takes misfortune because she is is a curse god, she does those things because it's how she gets power and survives. And she chases humans away from the mountain because that's her job, in the same way China protects the gates.
