It's infinitely better. If you reduce Toyohime from 14 cost back down to 5, she will still have access to all her spells + LW and skills, unlike a lvl 70 Toyohime who only has 2 regular spells and not even her final passive skill. That's not even getting into characters who had their LW or skills buffed from reincarnation. Here is reincarnated Moonhu pushed all the way down.
