Go to walmart and get a portable closet for less than 20 bucks. It's light weight and easy to move, has 3 zippers that all meet at the top center and the tags have holes just big enough for you to fit a small luggage lock on it, is inconspicuous since it's just a closet in a bedroom, and I know for a fact you can easily hide a 4 foot doll in one since I own this exact closet and one of my dolls is that height and I stash her in there whenever apartment maintenance needs to come by. Hang up some shirts and she easily dissappears and you can just casually toss a light blanket on top it so it hangs over the clear plastic part.
FYI your shelf storage idea is going to be terrible if you have a bad back, the weight distribution on dolls is really awkward so trying to pick one up that's laying horizontally is going to put some strain on you as you balance her.
