Around the late 80s, various catch all branded shows, mainly Club Dorothée, purchased the rights to show Japanese animes to their audience. France's own shows were plentiful but not sufficient to fill up the schedule throughout. This is a bit of a head start compared to the average country, or at least the US.
For example, Dragon Ball (the original, not Z) was shown on French Television somewhere in 1988, Dragon Ball Z would be in 1990 to 1996. It helps that while not completely immune to censors, there's no such thing as 4Kids tier localisation in France. This wasn't limited to shonen shit, stuff like GTO or Cowboy Bebop would show up in other TV channels like Canal + around the late 90s/early 00s.
Mangas didn't wait either. I believe France is still the 2nd largest consumer of mangas in the world, behind Japan obviously but ahead of the US.
That being said, French Anons sure are quiet on the jay, perhaps because of their notorious unwillingness to practice their otherwise decent at times English.
