They're bad characters because ZUN never really developped them to begin with.

No, it's not its job. But it still does it. The fanon can make a bland character interesting. Just look at Koakuma, Momiji and Daiyousei. They were nobody. Two of them never had names to begin with.
Hell, if it weren't for the insane amount of songs, doujins and fanfictions, most characters from the past games woulda been forgotten. Even Flandre.
However, since the moongirls are ignored by both ZUN and the fanon, well, there's nobody to try and make them interesting. Nobody but me. I'm all alone against the world. My hubris is so big it's hurting me.
