A Shion memory leak is definitely possible(maybe a Mion one too at some point), but it also seems like Shion was not malicious to Mion at all in the manga question arc. At most she did her usual playful teasing, not like Watanagashi where she actually becomes an obstacle for Mion's crush on K1. There's no toy store scene of Shion getting a doll, for example.
I wouldn't be surprised if Satoko starting saying some shit about Satoshi to cause some chaos.

Shion knows all of Mion's weakpoints(mostly K1) and as her sister knows how to exploit them, while Mion doesn't really have any ammo to fight back with in terms of teasing Shion.

Watadamashi played out a bit differently in the manga so I hope that's a good sign.
At the very least Shion's actions made more sense since she did things a bit different and didn't seem passive-aggressive like she usually does in Wata(because her HS is usually starting to come back over Satoshi)
