No, seriously, you got everything wrong in your reasoning. What you don't seem to get is that the senbatsu elections aren't really a popularity vote but also a way for fans to pay back the efforts that the members made during the year, and possibly push up to a few positions those who they feel they haven't been rewarded enough by the management. That's why these events were started in the first place, don't forget that.
If you want examples, just look at how high Yukarun ranked into the preliminaries or Katorena being the one who got the most votes out of AnRiRe.
I don't see what's gross about that, and if anything it makes perfect sense that fans - any fan - would behave like this.
