Ciel was always a failure of a character, as harsh as that sounds. Always at the very bottom among the main heroines (even though Hisui and Kohaku were supposed to be sub-heroines, they still kicked her ass), she has her fans, but most people never cared that much since she was sandwiched between Arcueid and Akiha, and her route also had a long list of issues. People could argue which route in Tsukihime was the best, but no one ever argues which one was the worst.
But she's still the second main heroine. So obviously, when the time came to remake her, Takeuchi went back to the drawing board and scrapped her entire old design. I personally disagree with his approach (I really like Ciel's old spritework), but I can't really argue with it either.
