of course they could, the technology is not an issue. Love Live has the money. but it would cost more and even if it would be a relatively small increase, that might already be enough to stick with the current set up. I don't know how much more it would cost, but it's not just the rent for the one or two dozen cameras, it's also extra insurance cost and probably a scam pay increase for the camera operators).
And the people responsible with planning the Lives, well, for them it's always easier to keep the same set up that already worked for all the other Lives.
also, the normal Blu Rays are already expensive and I assume that the 4k Blu Rays wouldn't sell nearly as much as the 1080i ones.
I agree with you, they should record in 4k, but I don't think enough people care about it.

on a related side note, the Aqours Club segments are recorded in 1080p (or maybe i, depending on the camera) but the DVDs that come with the Aqours Club Box set are encoded in a way that ensures compatibility with most DVD players. so we are getting a video that is a badly downsampled 480i version of the original recording. the fine details and movement look absolutely horrible. looks like a video game with anti aliasing turned off.
