Even if Reisen wasn't recognized by the reader, Marisa knows who she is

The design changes are unnecessary if we're going from that perspective. We see her wrapped up earlier and the page you've posted only goes further to show that, since AFTER we know who she is she goes into her full disguise again. This basically means, regardless of the reader, Reisen SHOULD always want to remove identifiers of her person, but a long time later she's not doing that anymore (at least not very well, especially with her ears flopping about, which are dead giveaway). Assuming it's just to say "oh we don't need to hide who she is since we already went through the mysterious character phase" doesn't make sense if we think about that, especially because we have Marisa there.. Marisa explicitly notes who she is and calls out. Whether she was in a more intense disguise or not, mysterious or not, Marisa would be there to eliminate any mystery. The reader didn't have to know who the seller was, nor did the story need her to be no longer mysterious simply since we've been through that.

Heck we see her how she is in her first FS appearance and she's outright intimidating compared to the later. Ignoring that because "it's jst art choices" seems waaayy too dismissive, especially in something as atmospheric and subtle as Forbidden Scrollery.
