I always figured Fumo fumes were a natural defense mechanism, to protect wild Fumos from predators. Over time, however, devious human hunters would learn how to use this against them by capturing Fumos inside plastic bags and letting their own fumes sedate them. This explains the sporadic release/rerelease cycle of Fumos, as hunting and capturing the soft girls is heavily regulated in order to preserve local populations; and why it takes so long for a new girl to hit the market, because over time the different soft girls have wizened up to human hunting tactics and new strategies must be devised in order to capture softs who have never been captured before.

On a similar note, 2.0s came about as Fumo hunters successfully learned how to domesticate captured soft girls and can now raise them in farms.
