Yeah, but unfortunately most other people don't understand that cultural differences exist and are quick to judge. As you can see in this image, the idol is also wearing thigh high socks to look cute and childish. In the West, I think people tend to associate thigh high socks with "sexy", but in Japan, they associate them with "cute".
