Their names are weird. Scarlet sounds british, Remilia sounds italian, Flandre sounds french or belgian.
I like to think that they're british, because Scarlet is their family name and they're confirmed to be english speakers (In Forbidden Scrollery Kosuzu has trouble reading a letter written by Remilia because it's written in english).
But in the end it could be anything. I doubt ZUN put more thought into it than "these names sound vaguely european and european's speak english, right?".
