This might blow your mind but a looper is someone who loops. Rika exists exists outside of the fragments. She exists in the meta and learns the rules of the game, she's always the same person and knowingly goes through loops in an attempt to win, that's what makes her a looper. Every other character is a separate person in each world only. The Satoko that becomes a looper is Matsuribayashi-hen Satoko specifically, her mind also exists outside of the fragments now whenever she dies in one.

Satoko is taking advantage of the fact that Rika didn't know the former was a looper to manipulate people into killing her, but it doesn't mean that somehow one is a looper and one isn't. Featherine herself said the reason Keiichi, Shion and Rena start getting visions of past loops is because they're close to Rika thanks to her status as a looper.
