God crystal rolls have one guaranteed character slot which normally has a 10% chance of getting the rate-up touhou and a 90% chance of getting anyone else. The other 9 rolls have the regular 5% chance of giving you a character (0.5% of being the rate-up and 4.5% of being anyone else)

Although what they do with a lot of these step ups is have a higher chance of getting the rate-up character for each roll, so the odds are actually 12% and 0.6%.

Not worth 300gc, at least in my opinion. I usually just drop 60 on the other kind of step up (see the active A8 Tewi one) and roll the 10% odds.
