Actually we have no idea if it takes any particular effort on Sakuya's part to constant stop and start time.

Considering she maintains the entirety of the SDM by herself (the fairies don't help her at all), I would have to doubt it does.

As for the original point of the thread - ZUN doesn't seem to keep very good track of the way his artist's represent things. We still have no idea what the SDM actually looks like for example, or whether or not anyone involved in official material even remembers that it was mentioned to be on an island in the middle of Misty lake in EoSD's prologue.
