Level 16 noob here. I'm trying to clear E-2 to get to E-3. I've made it to the boss several times in top form and then proceed to kill everything but the boss. Losing tons of fuel for each run. Is it more efficient to continue brute forcing this or focus on leveling up mah girls and getting third fleet? Or building other ships? Ain't got a single submarine, other than fog.

I've been trying with a fleet consisting of KTKM-Kai, Akagi, Hyuuga-Kai, Hiei and the two fog ships. Highest lvl is 16.
