Kind of sounds like my situation, my jobcenter is also trying to make me do some work placement which means I will be working for full time while making less then minimum wage which is nothing.
And there is no way they will hire me after I've been "working" there, it's just like you said they will just make other unemployed people work for them without having to pay them.

Do you also live in Sweden by any chance? It really sounds exactly like our shitty unemployment system.
