So I seem to have stumbled upon something quite interesting while replacing bombers with other equipment for practice battle prepping.

Check out the number of aircraft reported at the bottom of the screenshot and compare it to the one shown in the in-game interface. It seems like the plane count is determined by the order that the air squadrons are placed in regardless of the slot count: I can't come up with a better way to phrase this, but the screenshot should be self-explanatory.
