From what I understand, this is:
A) limited to one part of Osaka,
B) only applies to the inside of public places, and
C) public authorities just giving lip service.

So literally just what the UN keeps trying and failing to do. This isn't the first time that they attacked otaku culture and definitely won't be the last; on the flip side, there's still support for mangaka besides Ken and politicians elected by otaku are actually doing their jobs.
