Depends on the setting. Normal orcs in the MGE are noted for being pretty weak by monster standards at least (though still strong enough it seems to wield those big hammers), and this compounded by them not being particularly smart. The high orc profile makes it sound like they need a high orc to be particularly organized and threatening.

Well immediately after transformation most people in KC's setting tend to be pretty rape happy. Its not till later that they get some control over themselves.
