If you look at the original sprite, Rika has noticeable buns. Even though she was suppose to be as flat as a board.
Satoko are just more visible and grown.

For that image, it's just the outfit that makes it look like Rika has breast when she likely doesn't.
It would be somewhat funny if she took that bathing suit to make it seem she has breast even though she's completely flat.

I still prefer the swimsuits shown in Rei.
Everyone had much better swimsuits, especially Satoko.
