The name "Loudness War," by itself, is the practice of mastering the analog output of the audio to it's maximum peak, thus sacrificing sound quality over to literal loudness.

TL;DR It's not good. If you were to look at a graph you can see that the audio levels would be "maxed" out or "brickedwalled" to the point where all the peaks are hit on the edges of the spectrum.
