Dunno. I'm really guessing here:
1. Suburban areas are less regulamentated and they do cheap works, or
2. They build/rebuild houses so quiclky that it's impossible to make god power line management,or

3. If an earthquake occurs you can have immediate access to the broken cables for repair,so they leave that stuff that way.
