Let's be real, the most likely scenario is this:

The other girls weren't aware that Haachama started playing on the EN server. She didn't really mention it and just started.
Amelia was okay with it, but during one stream a while ago said "she hopes Haachama won't eclipse their progress too quickly".

Now when Haachama started building her giant stairs next to Gura it bothered her a bit because it was so close to her shark house, so she decided to move it away.
I don't think Gura meant any harm in it, however I do believe that she did comment on it on their discord server. It was most likely an innocuous comment, but management decided that it would be better for Haachama to let the EN girls have their own world and progress, so they told Haachama to take down what she's built on it so far and leave it.

Haachama ended up turning this into some "I'll come back when I'm more powerful and officially gen0 EN" arc, but she definitely didn't randomly and suddenly decide to leave and destroy everything she built out of the blue, unprompted.
I don't think Gura is even aware of her actions indirectly resulting in this (or she wouldn't have considered Haachama's mountain house earlier) and she would definitely feel bad if she found out, but it is what it is.

Gen0 is never happening by the way, so that's just Haachama's way of not ending it on too sad of a note. She'll still stream in English, still collab with the ENs and all, but she knows gen0 will never ever be an official thing, so her EN MC days are over for sure.
I don't think Gura deserves hate for this unfortunate turn of events, but it is sad that Haachama had to leave because it was pretty fun seeing her on a fresh server.
