I think that lewdness should be reserved for deliberate or implied non-romantic sexuality. One can be nude with no nudity at all, while someone fully clothed in a lewd situation would have a far higher PENIS rating. I think, though can be convinced otherwise, that implicit sexuality can be lewder than actual sex, depending upon the circumstances.

Let us take this as an example. She is clearly topless, which you'd think would be quite lewd, but the way she carries her frame implies an absolute lack of anything sexual, dramatically reducing the lewdness. I'd probably rate it at a three, and no higher than four. It's all about context.

I think that gislebon's portrayal of Miko is at least somewhat interesting in that she's not actually perfectly nice and innocent, but instead rather good at seeming so. That's not to say that she's bad, but rather is more complex than she lets on. I may well be reading too much into it, but I feel that her niceness is something that only manifests around her followers.

The panel where she asks Futo to die for her struck me rather forcefully, despite how she played it off as a joke after the fact. Further, she has no qualms about her goal of uniting Gensokyo under her perfect rule. I just can't but feel that her innocence is, to a degree, a facade.

I disagree with the assertion that you can't sexualize powerful leaders, incidentally. I think that a good Miko doujin is possible, but not bloody likely given the people who write the things.
