It obviously wouldn't be solid silicone. Could make some lightweight foam for a majority of the interal structure and only have an inch thick layer of silicone over most of it. They already have different layers like that for some dolls for squishier boobs/butts that just silicone.

Probably would still be heavy, but not immovable.
