It's getting shut down the 28th of october (with a big live event featuring ZUN and many of the music circles who contributed, as well), so you can still give it a try until then.
As for the dialogue, if you mean text-wise there's this site from a guy who's datamined a lot of stuff from the game, including all of the dialogue.

If you mean voice-wise there's currently an effort in the community towards recording every single cutscene, I can prepare a list of links for you if you need them.
