The game has been "stagnant" since day 1. ZUN never intended to let anyone else but him involved in mainline games from the start and never will.
Also, consider that the "Touhou boom" exploded around MoF release which was already a 10th installment. The format of the game has nothing to do with popularity.

I disagree. People made a lot of content from newer games.
They are just not shoved in your face or you're simply not looking for it because you already consider them "bad" based on your opinion.
