Sometimes they slip up and mention girls without flower meanings in-story, and then they have to implement them. I think Vinca, Oxygyne and Liongoroshi outright say they don't have flower meanings in their intros.

Hop isn't a grass, oddly enough. She's in the cannabis family, closer to peaches and roses. The latest count for grasses in FKG should be Rice, Wheat, Barley, Hordeum, Harestail Grass, Susuki and Green Bristlegrass, plus Papyrus in the broader grass-sedge-rush alliance. You can also count Mint as an honorary grass, because ミント生える is the FKG equivalent of 草生える.

Here's an old dendrogram for the flower relationships in FKG, from about two years ago. There's a more legible version at https://imgur.com/Q9rkV0P but it's ungodly huge, and nowadays there are so many girls that I don't think I could update it without splitting things into sub-trees.
