I think the problem ultimately comes in that Kasen's role kinda gets supplanted by Yukari, who is just an overall more interesting character in her mentor status to Reimu. Now that Kasen basically filled her role of getting her arm back... what else is there for Kasen to really do for Reimu that other characters can't? Like he exhausted pretty much ever scenario for their relationship through the manga so now she's just... there.
It doesn't help that she just feels like a character he had to constantly rewrite to make her more interesting, like i really don't get what making her a sage of Gensokyo really did, especially seeing how she was consistently shown to not know how Gensokyo worked at all despite fucking creating it. Her being a hermit that surpasses Miko also never goes anywhere because... she barely knows what being a hermit is despite being so old.
