I do consider pubic hair somewhat gross myself, so if this ever got an implementation it should absolutely be possible to tell every girl to keep herself shaved for you. I don't think anyone wants to have any special autism related to realistic hair growth as time passes in game or a discussion whether fairies should be allowed to have hair down there at all, this is just a little bit of inconsequential discussion.
Just occured to me, Reimu has to shave her armpits, right? She's damn lazy but if she already has to take care of that she might as well just shave off everything.

Because Touhou is a franchise about beauty

That which is most beautiful is most powerful

And so the appeal of the games aren't the "challenge" or "fun" they provide, but the "beauty" they provide. I do not mean visual "beauty" but in a more abstract sense. Touhou is beautiful in the way chess and snooker are beautiful games.
