My take is that you keep the looper Satoko, but she's only psycho because each fragment she goes to veers off more and more from what she remembers.
Instead of Rika's century of stagnation and trying to change fate in that, Satoko veers off into versions of Hinamizawa she doesn't recognize or feel empathy for—she's lost her friends and her beloved Rika, and her being a psycho killer to lash out against loneliness only makes it worse. Don't make Eua some schemer who gives Satoko all the loops to learn quickly, but have her look on and give no help as Satoko gets worse and worse.
Then you get the psycho Satoko, hundreds of years and loops older by now, circling back by probability to a Hinamizawa she used to remember. And then she says goodbye to Rika forever and leaves.
